Pandemic and All-Hazards Preparedness Act
(PAHPA) of 2006
The Pandemic and All-Hazards Preparedness Act (PAHPA) of 2006 has broad implications for Health and Human Services’ preparedness and response activities. The Act established an Assistant Secretary for Preparedness and Response (ASPR) and provided new authorities for a number of programs, including the Medical Reserve Corps (MRC). As a result, DHHS has expanded the MRC to provide for an adequate supply of volunteers for federal, state, tribal, territorial and local public health emergencies.
